Phase management

    Phases are configured in the plan to give the Country Administrator control what parts of the plan that users have access to edit at certain times. As an example, the user should only have access to progress reporting when a review process is ongoing. Or, maybe you want the user to update the CBF data only while in planning process. By determining the phases and the fields open for edits, the country admin can support data integrity and also guide users focus. Phases are defined in administration section under phase management. User can manage which tag associations have preference for the planning and its monitoring. Which level fields need to be filled. So on and so forth. The phased out fields are disabled and cannot be filled by user.
